I know this posting is past the date of any of your trips... but you can also camp in the keys. I stayed at John Pennekamp Coral Reef State Park and they had a dive shop right there on site. You could charter a boat, rent kayaks (to go search for manatees in the mangroves right there), snorkel and dive gear, canoes, etc... You could not build a camp fire on site nor could you put your tent in the grass or hang anything from the trees. There was a general area for campfires and a swimming beach. They did have brand new facilities with hot water, showers, washer and dryer, etc... We had all of our dive gear there and just washed it in bins at the end of the day and left it out to dry all night on the picnic tables and no one bothered it. Pretty cheap.
